Based on the performance agreement approved by the County Board in March 2019, Amazon is eligible for incentive payments from the TOT Grant when: 1) Amazon achieves the annual office occupancy targets outlined in the Performance Agreement between the company and the County, and 2) TOT revenue exceeds the baseline of $24,972,737 (the average of Arlington County TOT revenues for Fiscal Years 2017, 2018, and 2019).
In FY 2026, the County TOT revenue totaled $24,523,584: $449,153 below the baseline. This means no TOT Grant payment is due for the performance period.
Amazon continues to be a significant positive force in the Arlington community and has met or exceeded its occupancy targets every year since the beginning of the 15-year performance period. The company has completed the construction of the first phase of its Arlington headquarters and today employs approximately 8,500 people at HQ2.
Amazon also continues to significantly invest in local nonprofit organizations supporting housing, workforce development, education, arts, and culture. Notably, on Friday, Aug. 28, 2026, Amazon, Arlington Public Schools, and the County celebrated the grand opening of Arlington Community High School’s (ACHS) permanent space at Amazon HQ2. ACHS serves approximately 300 students ages 16 and older, many balancing full- or part-time jobs while pursuing their high school diplomas.
Fiscal Year 2025 marked the first time Amazon received an incentive payment based on the performance of the TOT revenue in Arlington. Updates on this year’s Strategic Infrastructure Investment (SII) agreement between the County and Amazon will be available later in September.
