From Vision to Reality: How National IQ Took Shape

The idea for what would become National IQ has been years in the making. Early conversations began in the wake of the Amazon HQ2 announcement, as AED and its partners considered how to intentionally build on the momentum created by a major corporate investment and the planned Virginia Tech Innovation Campus. The question was not simply how to attract growth, but how to organize it in a way that would strengthen the region’s long‑term competitiveness and deliver broad economic value.

Like many ambitious initiatives, progress slowed during the pandemic, as immediate economic recovery needs took priority and long‑range planning paused. But the underlying opportunity remained. In spring 2024, AED, Alexandria Economic Development Partnership (AEDP) and the National Landing Business Improvement District (BID) jointly retained a nationally recognized innovation district consultant to assess whether National Landing could support a formal innovation district and, if so, what form it should take.

The study’s conclusion was clear: National Landing possessed a rare concentration of assets capable of supporting an innovation district with national relevance. The recommendation was to focus on artificial intelligence, cybersecurity and national security‑related technologies, sectors that align directly with the area’s existing companies, the applied research emerging from Virginia Tech’s new campus and a deep, highly-skilled regional talent pool.

With that strategic direction established, AED helped move the concept from analysis to action. During the summer and fall of 2025, AED and its partners worked to assemble a coalition of founding partners committed to launching and sustaining the district. That effort resulted in a strong initial group — Amazon, JBG Smith, Northrop Grumman, SAIC and the Virginia Innovation Partnership Corporation — joining AED, AEDP, the National Landing BID and Virginia Tech. An additional group of sponsors has since stepped forward to support the initiative.

This deliberate, phased approach ensured that National IQ launched not as a standalone project, but as a market‑informed, partner‑driven economic platform built on National Landing’s real strengths and designed for long‑term impact.
